30, 2002 -- Westmoreland County Adopts
2003 Budget; $286.6 Million Budget Holds Line on Taxes, Improves County
Infrastructure - The Westmoreland County Board of Commissioners today
adopted the county's 2003 operating and capital budget. The $286.6 million
budget maintains the existing property tax rate, includes a $34 million bond
issue for three important capital projects, and preserves more than $8.3
million in the county's fund balance for future use.

Early Christmas Presents to County Charities and Vocational Schools -
Continuing a holiday tradition he began in 1996, Westmoreland County
Commissioner Tom Balya today announced $250 donations to 14 nonprofit
charitable organizations and vocational technical schools in Westmoreland
County.

18, 2002 -- Westmoreland County to
Celebrate National Adoption Day with November 22 Ceremony - The
Westmoreland County Board of Commissioners today announced that the county
will mark National Adoption Month Friday, November 22, with a ceremony to
finalize 25 adoptions that will create 20 new families.
September 26, 2002 -- Westmoreland
County Announces Energy Savings Measures For All County Facilities -The
Westmoreland County Board of Commissioners today announced a contract with
NORESCO, a Division of Equitable Resources, to develop an $18 million energy
savings program that will save taxpayer dollars and improve the energy
efficiency of county facilities.

at Westmoreland Manor - Westmoreland County Commission Chairman Tom
Balya today urged residents to join the volunteer corps at Westmoreland
Manor.

$2.2 Million in State Environmental Improvement Grants - Westmoreland
County Commissioner Tom Balya today congratulated the recipients of more
than $2.2 million in state funds for environmental improvements throughout
the county.

Partners With City of Greensburg to Provide Internet and On-Line Criminal
Justice System Connection - Westmoreland County Commissioner Tom Balya
today announced a partnership with the City of Greensburg to provide a
high-speed wireless connection to the Internet and the Pennsylvania Justice
Network (JNET) that will enhance service and save taxpayer money.
